Project Abstract | The Water Framework Directive (WFD) has significant interconnections and linkages with other EU legislation. The focus of this study is on the similarities and overlaps between the WFD and the Environmental Assessment Directives (EIA and SEA), the Public Participation Directive and the Birds and Habitats Directives. The study will involve a close examination of the legal texts of the above Directives to provide an initial theoretical analysis of areas of overlap. This will be followed by an email-based questionnaire survey of key stakeholders in the seven River Basin Districts (RBDs) under the WFD in Ireland, to identify more specific issues of overlap for further detailed case study examination across the RBDs. A maximum number of four case studies will then be selected (to be manageable within the time and resource constraints of this project). The purpose of the case studies is to provide illustrative cases (rather than representative) of where the WFD is most likely to interact with the other key Directives in Ireland, and to provide the basis of recommendations for policy makers and stakeholders in how to address potential problem areas arising out of these overlaps. |
