Resource or Project Abstract

The Irish pig and poultry industries are important components of both the agricultural and general economies. The combined total value of production from these two sectors of agriculture in 1994 was in excess of IR£312 million. Reflecting constant pressure to keep food prices low, there is a trend toward production units having larger numbers of animals to achieve economies of scale.

The integrated pollution control (IPC) licensing system mandated by the Environmental Protection Act applies to these larger units, and defines ?through BATNEEC (Best Available Technology Not Entailing Excessive Costs) ?the environmental standards by which producers must abide. This research and development project was commissioned to develop environmental management systems (EMS) that would facilitate pig and poultry producers applying for and complying with IPC licences, and BATNEEC, thereby enhancing environmental protection. The brief for this project focused on the management of organic wastes, i.e. animal manures.

An environmental management system has been defined as ?a management tool designed to help a company manage the environmental aspects of its operation?. Development of the EMS took place under the oversight and guidance of a Technical Steering Committee having membership from the Environmental Protection Agency (EPA), Teagasc, the Irish Farmers Association (IFA), and independent animal producers. In developing the EMS, the research team drew upon experience of others through a review of the scientific literature; conducted interviews with Irish pig and poultry producers; consulted with scientists in Italy, The Netherlands, and the U.S.; and developed and evaluated specialist software on selected pig and poultry production units in Ireland.

This project has been undertaken under the Environmental Monitoring R & D, Sub- Programme of the Operational Programme for Environmental Services (1994-1999) and has been part-financed by the European Union through the European Regional Development Fund. The sub-programme is administered on behalf of the Department of the Environment and Local Government by the Environmental Protection Agency, which has the statutory function of co-ordinating and promoting environmental research.
