Resource or Project Abstract

Introduction
Water is a critically important resource. It is fundamental to both industrial and agricultural activity. But water is a limited resource and water shortages have now become a global reality. Despite Ireland being a water rich nation, managing this national resource poses some major challenges from economic, environmental and societal standpoints in the years ahead. But Ireland?s water resources also offer the country some exciting opportunities to further improve its attractiveness as an investment location, a tourism destination and as a leader in water stewardship practices on the international stage.

Identifying Pressures
At a national level, both the environmental and economic pressures associated with industrial and agribusiness water use are significant and growing representing as they do almost 70% of the >3 billion litres of water used nationally each day. Poor supply headroom, flooding and increased pollution risks are resulting in a wide range of ecological, social and competitiveness impacts. At a river basin level, significant challenges remain in managing these risks in the context of WFD and River Basin Plans while at a production site level water stewardship has become a key performance consideration and investment parameter.

Informing Policy
Water Stewardship principles and standards provide an overarching mechanism for industrial and agricultural water users to systematically link WFD obligations, local River Basin Plans and commitments to the SDGs to onsite water management activity. The report outlines a number of key policy lessons including: -
- The need for the development of a National Water Stewardship Policy and associated awareness programme across key stakeholders
- The establishment of National Water Stewardship Standards Committee for both Industry and Agriculture in Ireland
- Enhanced recognition of the EPA?s mandate as the custodians of Water in Ireland
- An enhanced eco-system of supports, incentives and recognition for good water stewards nationally including SMEs, farms, processors and wider industry
- Greater and more explicit linkage of current national initiatives to European and Global water stewardship activity

Developing Solutions
Following extensive desk research and a process of national and internationally consultation, this report captures key lessons for Ireland in relation to water stewardship and outlines a first of its kind, integrated national roadmap for Water Stewardship in Industry and Agriculture with a view towards establishing the country as a leader in the adoption of water stewardship best practice at both nationally and internationally in the years ahead.

Supplementary Information About This Resource

In this section some supplementary information about this resource is outlined. Lineage information helps us to understand why this project was carried out, what policy or research requirements did it fulfil, etc. Lineage is important in understanding the rationale behind the carrying out of a project or the collection of a specific dataset etc. Links to web sites, applications, papers, etc are outlined to provide you with additional information or supplementary reading about the project or dataset

Lineage information about this project or dataset
This project built on the initial work of a previous EPA-funded study ("European Water Stewardship Standards. An Investigation into the Opportunities for Ireland" [2015-W-SS-19])) and out of an identified need to complete a more comprehensive engagement and analysis with stakeholders and potential project collaborators over an extended period of time with a view to the development of a thorough roadmap for National Water Stewardship in Ireland.
Supplementary Information
The success of this project relied heavily on the participants in the consultative process who gave their time, knowledge and expertise.
